Installing roadblocks for two-wheeled vehicles is not recommended as it increases the risk of death and injury. They should absolutely not be used unless it has been legally confirmed that those operating such vehicles are dangerous and lethal.
Officers and their vehicles must always be in a safe position and outside of lane markings, away from danger. Darkness hinders the ability to assess and calculate distances, and to perceive lane markings. It may even prevent the detection of suspicious vehicles. It is not recommended for patrol vehicles to use emergency lights or sirens unless they are in a strategic position.
The safety of all personnel on duty is paramount. Officers and their vehicles must always be in a safe position and outside of lane markings, away from danger.
If there is any doubt about the safety of the officers, roadblocks should not be placed in that area.
The use of tire extinguishing devices such as roadblocks against school buses, vehicles carrying hazardous materials, and hostage-takers increases the likelihood of a new danger for passengers.
